Regulations

1. ORGANIZERS

The organizers of the Championship are the European Chess Union and Estonian Chess Federation.

2. VENUE

Tournament will take place in Tallinn (Estonia). Tallinn is the capital and largest city of Estonia. It is an internationally renowned tourist destination with the exceptionally complete and well-preserved medieval Old Town next to modern gems of architecture and many other attractions.

3. TRANSFER

Travel expenses for transfers must be paid by all participants as follows: Tallinn Airport - Meriton Grand Conference & Spa Hotel (10 km), price 15 Euros, two ways. These transport services will be available on November 12, 2014 (arrival) and on November 17, 2014 (departure). If it is necessary, the organiser can accept special requests of Federations. Players who make private transport arrangements and clearly indicate this in the registration form will be fully responsible for any problems they experience during arrival or departure.

4. ACCOMMODATION

Accommodation will be provided on the full board (breakfast, lunch and dinner) basis in Meriton Grand Conference & Spa Hotel. Meriton Grand Conference & Spa Hotel is a quality conference hotel located in the city centre of Tallinn. It is at a 10-minute walking distance from the historical Old Town. 6. REGISTRATION - deadline is September 12, 2014

The entry from can be downloaded from the organizer's website: http://www.maleliit.ee/eu2014/ It must be filled in by the national federation and sent to the following E-mail address: eyrapid2014@gmail.com not later than September 12, 2014. This date is the registration deadline. After that, federations will not be able to register or modify any registrations. After this date all the registrations have to be confirmed by the organiser and the ECU. The registration should include photos of the participants in .jpg format (1500x1000 pixels) for accreditation purposes. Players will not be paired until all their registration details are fulfilled.

7. PAYMENT

After the entry form has been filled in on the official website of the championship by the national federation, Proforma invoices for bank payments will be attached in the federation's web control panels for every approved participant. Proforma invoice will contain all the necessary details for the bank payment. Payments must be done in euros All bank commissions must be paid by a sender. In case they are not paid, the organiser will provide an invoice which must be paid before the start of the championship.

9. COMPETITIONS

(1) 14th INDIVIDUAL EUROPEAN CHAMPIONSHIP - RAPID

9 rounds according to the Swiss System, 15 minutes + 10 sec per player. Categories: boys and girls U8 (born in 2006 or later), U10 (born in 2004 or later), U12 (born in 2002 or later), U14 (born in 2000 or later), U16 (born in 1998 or later), U18 (born in 1996 or later) Entry fee: 20 EUR per participant. Prizes: The best player in each category will win a cup. The three best players in each category will be awarded medals and diplomas. The five best players will be also awarded prizes in different items in goods

NOTE: If some of the categories lack the number of participants, the organizer has the right to merge two categories or change the competition system.

(2) 13th EUROPEAN RAPID CUP - RAPID SUPERFINAL

Two categories, boys and girls. The best players in each category of Individual European Youth Championships - Rapid 2014, may enter Rapid Super Final (three best players in each of the categories - 14, 16 and 18, two best players in each of the categories - 8, 10 and 12, as well as the representative of the organizer). These players (altogether 16) - separate boys and girls, will play matches in 4 rounds (knock - out system) according to special regulations. Prizes in cash: 1. = 400 €, 2. = 300 €, 3. = 200 €, 4. = 100 €,

(3) 14th TEAM EUROPEAN CHAMPIONSHIPS - RAPID

Three categories: U10, U14 and U18. Teams are composed of 3 boys + 1 girl and two reserve players. One team may have players from maximum two National Federations; 7 rounds played according to the Swiss System, 10 minutes + 5 sec per player Entry fee: 5 EUR per participant Prizes: The three best teams in all categories will win cups, medals and diplomas and will be awarded different prizes in goods.

(4) 14th INDIVIDUAL EUROPEAN CHAMPIONSHIPS - BLITZ

Three categories: under 10, under 14 and under 18 separate for boys and girls; 9 rounds played according to the Swiss System, 3 minutes + 2 sec per player Entry fee: 5 EUR per participant; Prizes: The best player in each category will be awarded a cup. The three best players in each category will win medals and diplomas.

(5) 13th EUROPEAN CHAMPIONSHIP IN SOLVING CHESS PROBLEMS

Three categories: U10, U14 and U18; Prizes: The best player in each category will win a cup. The three best players in each category will win medals and diplomas; The three best players will be awarded different prizes in goods;

The total prize fund for all events will be 8.000 EUR in goods, and 2.000 EUR in cash.

10. VISAS - deadline is September 12, 2014

All participants applying for a visa must send a copy of the passport (the pages with the photograph and main data) before September 12, 2014 to the Organizer. The Organizer will give full support to assist participants to receive entry visas and to speed up the procedure in Embassies and Consulates of Estonia.
