6. TOURNAMENT SYSTEM, TOURNAMENT PARTICIPANTS, CONDITIONS OF PARTICIPATION
The European Individual Rapid Chess Championship will be played according to the Swiss system, in 11 rounds, with the time control 15 minutes game + 10 seconds per move starting from the first move.
The Championship is open to all players representing Chess Federations which are ECU members (FIDE zones 1.1. to 1.10), regardless of their title and rating.
There is no limit to the number of participants per federation.
Registration starts after 1st September 2016. Applications must be sent through the on-line form on
the official website of the championship http://www.maleliit.ee/eurapid2016.
The registration deadline is 15th November 2016.
Entry fees and accommodation payments shall reach the below bank account no later than 15th November 2016.

Notes:
1. The entry fee once paid will be not refunded.
2. Entry fees for players who register after 15th November 2016 will be doubled.
3. All bank charges for bank transfer are to be borne by the players.
4. List of the players who have paid the application fee and the players who have booked hotel accommodation will be regularly updated on the tournament website.

6. Those players who register after 15th November 2016 will be allowed to participate only in case free places are available.
7. The Organizers reserve the right to admit such players starting from Round 2.
8. Players who wish to receive a bill are kindly requested to send all necessary information in advance to the Tournament Director at: hendrik [.] olde [at] maleliit [.] ee.
9. The Organizers reserve the right to verify the data given in the applications by unrated players.
7. ENTRY FEE
Entry fee for rated players will be €30 (€10 fee to the European Chess Union is included),
entry fee for unrated players will be €40 (€10 fee to the European Chess Union is included).
Each player will have to pay the €10 fee to the European Chess Union only once, even if he/she participates both in the European Rapid Chess Championship and the European Blitz Chess Championship.
Note:
The following categories of players registered not later than 15th November 2016, shall pay no entry fee:
prize winners of European Rapid Chess Championship-2015,
female players having ELO rating in rapid chess of 2400 and above as of 1st July 2016,
players having ELO rating in rapid chess of 2600 and above as of 1st July 2016.
8. VERIFICATION OF THE PARTICIPANTS
Putting a player's name in the list published at http://www.maleliit.ee/eurapid2016/ will confirm that he/she has been admitted to the tournament.
Such player can take part in the first round, provided that he/she has paid the entry fee.

In addition, two consolation prizes (€75 and €50) will be drawn at the closing ceremony among participants who did not win any cash prizes in either competition and are present at the closing ceremony.
Note:
Each player may win only one prize (the largest one).
Main prizes will be equally shared among the players with the same score.
Special prizes will not be divided. If the player has won more than one prize, he/she will be awarded the largest one.
If the prizes are equal, the player will receive prizes in the following order:
1. Best female junior player (starting from the youngest group);
2. Best junior player (starting from the youngest group);
3. Best player born in 1956 or earlier;
4. Best female player;
5. Best rated player (starting from the lowest rank).
All prizes are shown before taxes. Taxes will be withheld in accordance with the existing laws of the Republic of Estonia.
Remarks:
- income tax rate is 20 % for residents of Estonia, 10 % for non-residents.
- the procedure for payment of prizes will be announced later.
11. SPECIAL CONDITIONS
Free accommodation (single rooms) at the official hotel of the competition from 14th to 16th December 2016 will be granted to 10 players having the highest rating who register not later than 15th November 2016;
free accommodation (twin rooms) at the official hotel of the competition from 14th to 16th December 2016 will be granted to 10 players seeded 11th -20th, who register not later than 15th November 2016;
free accommodation (single room) at the official hotel of the competition from 14th to 16th December 2016 will be granted to the female player having the highest rating who register not later than 15th November 2016;
free accommodation (twin room) at the official hotel of the competition from 14th to 16th December 2016 will be granted to the 2nd and the 3rd highest rated female players who register not later than 15 November 2016;
organizers will cover travel expenses (up to €200, according to the tickets) for 5 players having the highest rating, who register not later than 15th November 2016;
special conditions for players having ELO rating not less than 2700 (female players having ELO rating not less than 2600) are to be negotiated individually with the Tournament Director, e-mail: hendrik [.] olde [at] maleliit [.] ee

ELO rating in rapid chess valid as of 1st September 2016 will be considered.

13. TRANSFER
On request, the organizers will provide transfer from Tallinn Airport to the official hotels on
14th December and from the official hotels to Tallinn Airport on 18th December (two-ways,
price € 25). If it is necessary, the organizer can accept special requests of Players.
14. INSURANCE
Players have to insure themselves against health risks and accidents for the period of the championship.
15. VISAS
Participants who need visa will be exempt from visa fees.
Persons wishing to obtain a Letter of Invitation from the organizers for visa purposes, shall stay at one of the tournament official hotels.
Persons who are going to stay at other hotels rather than the tournament official hotels, will not receive visa support.
The Organizers will not responsible for issuing the Letter of Invitation for visa purposes in case the necessary information (first name, surname, home address, passport number, date of issue and date of expiry, name of the tournament official hotel selected) is submitted later than 1st November 2016.
